PURPOSE OF THE ROLE
The Cost & Pricing Specialist is a member of the Global Finance and Administration Management (GFAM) team. The Specialist will collaborate closely with Finance, Business Development, and Technical teams on all aspects of cost and pricing from capture through post award. The Cost & Pricing Specialist ensures an understanding of the proposal requirements and establishes competitive and defensible cost and pricing data for proposals. This position will also provide financial management for assigned project(s) and/or cost centers. The finance function is critical to supporting new business, cost efficiency and program delivery.

This position communicates with diverse staff in multiple locations using email, video and audio conference technology. This position must be able to communicate and collaborate effectively globally. CORE JOB RESPONSIBILITIES

 Cost and Pricing

  • Develop cost proposals in response to Request for Proposals (RFPs), Requests for Applications (RFAs) and other funding opportunities in coordination with Business Development and Program staff, in alignment with IYF’s proposal development process as well as in compliance with final submission criteria by the client.
  • Participate in development of pricing strategy in response to various types of donors, both government and corporate and develop budget structure to align with technical design, implementation plan and cost strategy. Provide guidance to team on various elements of costs and templates to support the cost proposal.
  • Prepare supporting documentation for cost proposal submissions, including budget narratives, certifications, financial information and ensure that all required documents are compiled accurately for timely submission.
  • Lead cost strategy discussions throughout the proposal process including budget advice to proposal teams in conjunction with proposal objectives and incorporating best practices from across the organization. Develop appropriate pricing templates using MS Excel and create and/or revise budget templates as needed, to comply with donor requirements.
  • Utilize Excel and existing models and/or templates, and routinely assess and update cost allocation methodology, pricing models, workflows, and finance templates.
  • Assist in assuring compliance with the IYF’s cost and pricing processes and procedures. Provide guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under 2 CFR 200 and Federal Acquisition Regulations (FAR).

Financial Management

  • Represent IYF to counterparts in partner organizations (e.g. prime applicants and proposed sub-recipients), support budget negotiations under the direction of the proposal director and in partnership with other proposal team members. Produce cost application packages for proposed sub-recipients to facilitate accurate, timely and competitive submissions.
  • Post-award, works closely with Finance Team to ensure timely set up of accounts in the various financial systems.
  • Produce timely and accurate internal and external financial reporting for assigned project(s) and cost centers, including working budgets and annual operating budgets.
  • Lead preparation of and tracking of business development pipeline for financial analysis and outlook. Continuously update working budgets and staffing allocations for assigned portfolio and business development pipeline. Support budget holders in the analysis and interpretation of expenditures.
  • Assist in the development of training resources including budgeting, pricing and using budget templates and tools.
  • Manage preparation of expenditure projections for quarterly financial review meetings.
  • Fill in as back-up for Global Finance Managers, as needed.
  • Other duties and responsibilities as assigned by Director, Global Finance & Admin, CFO, EVPs, and Finance staff colleagues.

REQUIRED SKILLS/EXPERIENCE

  • Bachelor’s degree in Accounting, Finance or related field, or equivalent experience.
  • 3-5 years cost and pricing, financial analysis, and/or cost management experience of budgets and proposals with a value ≥$1M to public and private funders.
  • High energy, strong attention to detail and commitment to working in a diverse and multi-cultural team environment.
  • Demonstrated support for IYF’s values, DEI initiatives, social justice and racial equity.
  • Exceptional emotional intelligence and collaboration skills to work with cross-institutional teams.
  • Expert experience in MS Excel, particularly budget development, advanced formula utilization, and other data analysis functions.
  • Working knowledge of Government acquisition and assistance and USAID rules and regulations, non-USG donors, such as foreign government bilaterals, Corporate and Foundation donors; and other international donors would be an advantage.
  • Understanding of fringe and indirect rate application and allocation methodologies.
  • Intermediate knowledge of US government cost principles and cost share requirements, federal acquisition regulations, GAAP accounting standards as well as various contract mechanisms including firm fixed price, cost reimbursement, time and material, grants and cooperative agreements.
  • Demonstrated ability to create compliant, competitive proposal budgets and compelling budget justifications for diverse donors.
  • Oral and written English fluency is required. Proficiency in French and/or Spanish is a plus.
  • Demonstrated ability to perform in a dynamic and high-pressure environment, independently and with limited supervision.
