Angelica brings to IYF more than 20 years of experience in social responsibility, institutional transformation, analysis, design, implementation, and impact assessments of education programs and labor markets. She has served in various senior leadership roles in the federal government, including as the Head of Planning and Evaluation Unit (Ministry of Health), General Director of Public Policy Analysis (Interior Ministry), Training Coordinator (Ministry of Public Education), Advisor to the Secretary of the Interior (Interior Ministry) and Deputy General Director of Monitoring and Evaluation, (Ministry of Labor and Social Welfare).
Angelica has also worked as a senior consultant on education, migration, and labor markets, for a variety of clients including the Inter-American Development Bank (IDB), the International Labour Organization (ILO), and the International Youth Foundation (IYF), on local labor market analysis, job skills development, and skills gap analysis.
