Carlo Angeles
Carlo Angeles is a young professional with extensive experience in international development, environmental and climate policy, and the design of governance and youth engagement processes. His career has been defined by building strategic alliances, shaping public policy, and driving initiatives that bridge local action with global debates on sustainable development.
From 2019 to 2022, Carlo served as a Metropolitan City Councilor in Lima, where he co-led reforms to expand youth participation in metropolitan governance and spearheaded the Environmental Metropolitan Governance Reform. This included leading the legislative efforts for Peru’s most ambitious local Climate Action Plan, developed through an unprecedented process of citizen engagement that mobilized more than 9,000 citizens and over 100 institutions. By placing youth at the center of decision-making, the reform not only strengthened metropolitan governance but also ensured the next generation leadership was actively shaping climate policy.
At the regional and international levels, Carlo has held influential roles, including serving on the World Economic Forum’s Global Expert Task Force on Nature-Positive Cities and as Co-Chair of the Andean Parliament’s High Level Working Group for the Amazon, where he was the lead author of the Andean Parliament Amazon Report, co-authored with Nobel Peace Prize laureate Carlos Nobre (2007), and other world leading scientists. In this capacity, he played a key role in securing an international emergency declaration for the Amazon.
Carlo has also contributed to international processes representing young people in global policy spaces. He has served as a Past Member of the Selection Committee for Civil Society Speakers at the UN Summit for the Adoption of the Post-2015 Development Agenda, and as Past Member of the International Committee of the International Conference on Population and Development 25 (ICPD25) convened by the United Nations Population Fund (UNFPA).
His leadership has been recognized with numerous international awards, including being named one of the Democracy Innovators of the 21st Century at the Athens Democracy Forum in association with The New York Times, the Global Democracy Award by the Washington Academy of Political Arts and Sciences, and a medal of honor from the Peruvian Parliament.
Today, Carlo serves as Director of Impact at C Minds, as Senior Executive Fellow at The Resource Foundation, and as a Three Cairns Fellow at Yale School of the Environment. He is also a member of the National Climate Change Commission of the Government of Peru, contributing to shaping national strategies aligned with international commitments. In addition, he serves as Member of the Advisory Board of Protagonistas del Cambio, supporting young social entrepreneurs driving impact in Peru. Through these roles, Carlo continues to integrate research, advocacy, and action—working to redefine how societies design governance systems, mobilize finance, and engage citizens, especially young people, in building a sustainable and regenerative future.
