PROGRAM SUMMARY
The Youth Entrepreneurship Development program (YED) is a six-year US$15 million initiative, funded by the United States Agency for International Development (USAID) West Bank and Gaza Mission, that works to improve employment, entrepreneurship, and civic engagement opportunities for young Palestinians ages 14 to 29. To achieve its goal, YED builds the capacity of local youth serving institutions including universities and provide them with tested tools to allow them to provide these services to their beneficiaries.

SUMMARY DESCRIPTION & PURPOSE
The primary responsibility of this position will be to provide assistance in the management and office administration as well as accounting/financial for the IYF Palestine office under the daily oversight of the Grants, Finance & Administration Manager at IYF-Palestine.

ROLES & RESPONSIBILITIES
Accounting/Finance

  • Maintain finance and accounting files and other documentation serving as evidence of transactions.
  • Maintain petty cash fund and serve as custodian.
  • Assist with month-end closing and year-end duties such as reconciliations, VAT reimbursements, inventory lists, etc.
  • Assist with staff payroll, collection of timesheets and issuance of pay slips on a monthly basis.
  • Coordinate procurement activities in accordance with IYF procurement policy, obtain quotes and offers, prepare cost and quality analyses, and draft procurement instruments (e.g. purchase orders and contracts).
  • Responsible for accounts payable function and cash disbursements in accordance with financial policies and procedures.
  • Process employee expense reimbursements and advance requests.
  • Make bank deposits at local branch.

Office Operations/Administration

  • Handle all in-coming telephone calls, distribute mail and route to appropriate staff for action, information or follow up.
  • Schedule and coordinate meetings, special events and workshops for staff, project related visitors, teachers and partners, as needed.
  • Provide ongoing operational and logistical support including secretarial support to the team as needed.
  • Maintain a filing system for YED project reports and materials.
  • Maintain contact databases, office calendars and files.
  • Assist in all matters related to the operations and administration of the Palestine office.
  • Other duties and tasks as assigned by the Grants, Finance & Administration Manger.

SUPERVISOR
This position will report directly to the Grants, Finance and Administration Manager based in Palestine.      

QUALIFICATION REQUIREMENTS

  • Minimum of a bachelor’s degree in business administration, economics, accounting, or relevant fields.
  • Strong analytical ability, accuracy with numbers, and extreme attention to detail.
  • Excellent computer skills using MS Office Suite and experience with computerized accounting systems required. Knowledge of QuickBooks multi-currency accounting software (field-based accounting) preferred.
  • Excellent time management, ability to prioritize, multi-task, and follow through.
  • Good knowledge and experience of complete accounting cycle is preferred.
  • Knowledge of USAID compliance rules and regulations preferred.  
  • Excellent oral and written English and Arabic fluency required. Proficiency in other language a plus.
