SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to lead all aspects of organizational capacity assessments (OCAs), including conducting OCAs, prioritizing areas for improvement, and developing subsequent capacity improvement plans in close collaboration with partners, project technical specialists, and the Deputy Director.

The Capacity Strengthening Specialist will be based in Dar es Salaam, Tanzania. The ideal candidate will be a person with a commitment to international development and values-driven work environment, with demonstrated experience helping to strengthen the capacity of local implementing partners and organizations.

ROLES & RESPONSIBILITIES

  • Lead the development and delivery of Organizational Capacity Assessment Tools (OCATs) in collaboration with partners, along with subsequent capacity improvement plans, in close coordination with the Deputy Director.
  • Ensure integration of topics to be addressed as part of partner capacity development plans into project sustainability plans.
  • Lead in the design of a comprehensive capacity building approach and the overall plans that incorporates all the technical capacity building needs of program partners, as well as individual capacity building plans for each partner and IYF technical specialists.
  • Oversee the implementation of program capacity strengthening activities with project partners, in close coordination with the technical specialists, ensuring that capacity strengthening activities are integrated into interventions in a timely, systematic, and effective manner.
  • Regularly review partner capacity development plans to assess progress of project partners (operational and technical), working closely with the M&E Team and technical specialists.
  • Work closely with technical specialists and the Deputy Director as needed, along with IYF staff in the United States, to identify best practices, innovations, and models that have worked in other youth development contexts and adapt them.
  • Provide regular updates on implementation progress and prepare required contributions to quarterly reports, and generate other technical reports as required.
  • Identify any problems and challenges that may arise and offer solutions accordingly.

SUPERVISOR 
Reports to Deputy Director based in Dar es Salaam, Tanzania.

QUALIFICATION REQUIREMENTS 

  • Bachelors’ degree and 5+ years of work experience in program management and/or international development, with a significant portion of this time focused on local partnerships and working to strengthen their operational and/or technical capacity.
  • Established professional in Tanzania, with ability to engage, maintain and build upon local partnerships with donors, government, and private sector stakeholders and community based organizations. 
  • Demonstrated experience successfully working with the public sector, the private sector, civil society, community based organizations, local communities, local government, and donors in developing effective capacity building methods.
  • Ability to effectively identify and address local partner capacity needs to achieve project outcomes.
  • Experience in curriculum assessment, training methodologies and conducting and evaluating training activities.
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g., education, employment, entrepreneurship, health) preferred. 
  • Excellent written and verbal communication skills in Swahili and English.
