SUMMARY DESCRIPTION & PURPOSE

The primary responsibility of this position will be to ensure the successful implementation, delivery, and growth of IYF-Morocco’s programs. The Country Director will also supervise a team of professionals based in Morocco, leading this IYF-Morocco team’s regular and collaborative engagement with IYF USA management staff in the areas of programs, technical support, partnership development, finance and administration, operations, and communications. The Country Director will report to the IYF USA-based Regional Program Director for strategic guidance and support and the Program Manager for day-to-day technical and operational matters that will require effective coordination with Operations and other staff at the IYF USA office.

The Country Director will be based in Rabat, Morocco. The ideal candidate will be an inspiring and passionate leader and international development professional who is committed to youth-focused programming and a values-driven work environment.

ROLES & RESPONSIBILITIES

  • Program Management: Provides strategic leadership and management oversight for all programs, serving as primary interface with donors and key external stakeholders. In close coordination with IYF program staff, regional teams, and local partners, ensures the successful implementation of all aspects of projects and achievement of program outputs and outcomes in accordance with donor expectations, grant agreements, and work plans.
  • Staff Supervision: Exercises strong leadership, supervision, motivation, and recruitment of staff; adopting, upholding, and building team buy-in to important organizational values and working norms. Implements the organization’s performance management system.
  • Fiduciary Oversight: Oversees and ensures sound treasury and cash management of IYF Morocco funds – working closely with the Finance & Administration Manager, who will provide support in the day-to-day integrity of financial controls along with fiscal matters associated with country operations, program budgets, and reporting.
  • Country Office Leadership: Represents IYF and serves as the primary contact person in Morocco for program interests at local, national, regional, and global meetings, workshops, and conferences. Provides daily oversight and management of the IYF-Morocco office in line with IYF global standards and strategy and ensures the dissemination of IYF’s values, vision, and mission  
  • Partnership Management: Represents IYF in Morocco to cultivate, develop, and support new and existing relationships with donors and prospective donors as needed. Supports business development proposal process in coordination with IYF Partnership Development and Program Teams. Establishes and maintains collaborative partnerships with national government departments and institutions, particularly those necessary for successful delivery of IYF-Morocco programming.
  • Technical Assistance: Oversees and supports technical specialists or provides necessary technical input into the design and implementation of programs. Manages the uniform implementation of M&E, quality assurance, and learning systems and protocols to ensure quality program interventions.
  • Strategic Planning: Contributes to long-term vision for IYF-Morocco program expansion, which includes providing technical guidance on new partnerships, program design, marketable asset strategy, curriculum adaptation, and development efforts, as needed.
  • Reporting and Planning: Oversees and ensures the preparation of periodic and annual reports per donor requirements, including development of annual project/program work plans, operating plans, and budgets as needed. Facilitates partners’ close involvement.

Reports to MENA Regional Program Director based at IYF-USA.

QUALIFICATION REQUIREMENTS
Knowledge, Skills & Abilities

  • Demonstrated experience as a successful senior manager and leader of international development programs in Morocco.
  • Established professional in Morocco, with ability to engage, maintain, and build upon local partnerships with donors, government, and private sector stakeholders and community-based organizations. Strong networks within the public sector education and/or technical and vocational training system preferred.
  • Demonstrated ability and experience driving purposeful innovation in program design approaches and implementation for youth development projects.
  • Ability to effectively balance clear articulation and support for the project/program’s vision with execution (attention to detail).
  • Dynamic approach to leadership and decision making that maximizes resource mobilization, emphasizing coordination and collaboration by working with and through teams including IYF USA, regional teams, and local partners to deliver quality programming.
  • Resilient leadership, supervisory, and coaching experience, employing a motivational management approach and the interpersonal skills to building and leading a team. Commitment to providing a positive, productive work environment for employees.
  • Trust and faith in teamwork and staff expertise, comfortable delegating.
  • Excellent written and verbal communication skills in Arabic, French, and English.

  • Good knowledge of financial management and accounting and budget holding principles
  • Willingness and ability to travel nationally and internationally

Education and Experience

  • Bachelors’ degree (Workforce Development, Education, or International Studies preferred) and 8-10 years of experience in program management and/or international development. Master’s degree preferred.
  • Experience in supervision of staff and managing teams, including assigning and directing work, conducting performance appraisals, training staff, and promoting development.
  • Understanding of accountability, policy and compliance requirements.
