SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to ensure the successful implementation, delivery and growth of IYF’s programs in Zimbabwe. The Country Director will also supervise a team of professionals based in Zimbabwe, leading this team’s regular and collaborative engagement with IYF USA management staff in the areas of program, technical support, partnership development, finance and administration, operations and communications. The Country Director will report regularly to the IYF USA-based Africa Regional Director and Program Manager for strategic guidance, support and feedback on day-to-day matters; also coordinating effectively with Operations and other staff at the IYF USA office.

The Country Director will be based in Harare, Zimbabwe. The ideal candidate will be an inspiring and passionate leader and international development professional who is committed to youth-focused programming, and a values-driven work environment.

ROLES & RESPONSIBILITIES

  • Program Management: Ensures the implementation of all aspects of Zimbabwe:Works and other assigned projects in coordination with IYF program staff and regional teams to achieve program outputs and outcomes in accordance with donor expectations, grant agreements, and work plans.
  • Staff Supervision: Exercises strong leadership and supervision of staff; adopting, upholding and building team buy in to important organizational values and working norms.
  • Fiduciary Oversight: Upholds sound treasury and cash management of the field office funds ensuring that adequate oversight and integrity of controls are maintained. Oversees fiscal matters associated with country operations, program budgets, and reporting.
  • Country Office Leadership: Represents IYF and serves as the primary contact person in Zimbabwe for overall program interests at local, national and regional meetings, workshops and conferences. Provides daily oversight and management of the IYF Zimbabwe office.
  • Program Administration and Monitoring: Establishes and maintains program operating procedures and norms for technical program specialists to manage in cooperation with local partners to ensure the timely execution of planned tasks and activities. Recommends programmatic adjustments as needed to ensure the quality, effective, and efficient implementation of programs.
  • Partnership Management: Supports donor relations and contributes to other donor discussions and relationship development efforts as needed.
  • Technical Assistance: Supports IYF technical specialists, including the Monitoring & Evaluation team, to ensure quality program interventions.
  • Strategic Planning: Contributes to long-term vision for IYF program expansion in Zimbabwe, which includes providing technical guidance on new partnerships, program design, marketable asset strategy, curriculum adaptation and development efforts, as needed.
  • Reporting and Planning: Oversees and ensures the preparation of periodic and annual reports per donor requirements, including development of annual project/program work plans, operating plans, and budgets as needed.
  • Resource Mobilization: Works closely with IYF USA-based Africa regional team and program partners to support/expand IYF programming in the region.

Reports to Regional Director, Africa based at IYF-USA.

QUALIFICATION REQUIREMENTS

Knowledge, Skills & Abilities

  • Demonstrated experience successfully leading international development programs in Zimbabwe, and working with multi-lateral donors such as USAID, DFID, and/or Embassy of Sweden (SIDA).
  • Established professional in Zimbabwe, with ability to engage, maintain and build upon local partnerships with donors, private/public sector stakeholders and community based organizations. Strong private sector networks and/or background preferred.
  • Demonstrated ability and experience driving purposeful innovation in program design approaches and implementation in at least one of Z:W’s core areas of implementation.
  • Ability to effectively balance clear articulation and support for the project/program’s vision with execution (attention to detail).
  • Dynamic approach to leadership and decision making that maximizes resource mobilization, emphasizing coordination and collaboration by working with and through teams including IYF USA, regional teams, Zimbabwe office teams and local partners, to deliver quality programming.
  • Resilient leadership, supervisory and coaching experience, employing a motivational management approach to team building.
  • Commitment to providing a positive, productive work environment for employees.
  • Trust and faith in teamwork and staff expertise, comfortable delegating.

  • Excellent strategic planning, presentation, team-building and interpersonal skills, as well as an analytical ability to identify and establish priorities and attend to all details in a professional manner.

Education & Experience

  • Bachelors’ degree and 8-10 years of experience in program management and/or international development. Master’s degree is preferred.
  • Experience in supervision of staff and managing teams, including assigning and directing work, conducting performance appraisals, training staff, and promoting development.
  • Understanding of accountability, policy and compliance requirements.

Language

  • Excellent written and verbal communication skills in English are required.
