SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to work closely with the Country Director to manage the day-to-day operations of IYF’s programs in Tanzania. Specific duties include managing program operations; providing input into the design and delivery of the program activities including project design and implementation; overseeing the project monitoring and evaluation efforts; and ensuring the successful and effective execution of programs.
The Deputy Director will be based in Dar es Salaam, Tanzania. The ideal candidate will be a person with a commitment to international development and values-driven work environment, with demonstrated experience successfully leading youth development programs in Tanzania.
ROLES & RESPONSIBILITIES
Country Program Management
- Works closely with the Country Director to oversee and manage day-to-day program operations, including staff and partners responsible for design, implementation, and monitoring and evaluation.
- Ensures all aspects of the IYF Tanzania program are well coordinated, executed on time and that IYF resources and talents are maximized to achieve full program outcomes and impact; this includes ensuring the development of an overall program plan, annual work plans, budgets, timelines and other required deliverables which are essential for good execution.
- Provides input on strategic direction and vision of the program, in collaboration with Country Director and IYF USA staff.
- Supports the Country Director and program team with local partner capacity strengthening efforts, critical for program sustainability.
- Acts as a point of contact with donors as well as other relevant partners, maintaining good relationships and being responsive to their priorities and needs.
- Produces effective written program reports and oral presentations for donors, partners, and other key stakeholders in-country (e.g., preparing periodic reports, sharing program updates on progress and challenges, etc.).
- Represents IYF and overall program interests at local, national and regional meetings, workshops and conferences as needed.
- Supervises staff as assigned, including providing regular professional support and coaching to supervisees, assessing their performance and recommending improvements they can make to achieve their annual objectives and project’s goal in general.
Operational Oversight
- Responsible for leadership and operational oversight of the entire country program, including fiduciary responsibilities, across a portfolio of donors.
- Ensures compliance with the terms and conditions of all donor agreements governing programs.
- Monitors budgets, and scope to ensure successful execution of project(s) deliverables and completion of project(s).
- Ensures staffing, trainers, consultants, partnerships, and resources are available as necessary for successful program delivery.
SUPERVISOR
Reports to Country Director, based in Dar es Salaam, Tanzania.
QUALIFICATION REQUIREMENTS
- Bachelors’ degree and 5-7 years of experience in program management and/or international development. Master’s degree is preferred.
- Established professional in Tanzania, with ability to engage, maintain and build upon local partnerships with donors, government and private sector stakeholders and community based organizations.
- Experience as a Deputy Director, Deputy Chief of Party or similar senior level experience on a large, donor-funded program.
- Demonstrated experience successfully working with the public sector, the private sector, civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods.
- Ability to effectively balance clear articulation and support for the project/program’s vision with execution (attention to detail).
- Understanding of accountability, policy and compliance requirements.
- Excellent written and verbal communication skills in Swahili and English.
