SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to ensure the successful implementation of IYF’s projects in Jordan, and particularly the MOPIC-funded International Outreach Worker Program (IOWP), leading the program’s strategic vision, managing relations with the project’s donors, overseeing fiscal integrity, quality and timeliness of deliverables, and coordination of all stakeholder and partner activities. The director will also supervise a team of professionals based in the Amman office.
The director will be based in Amman, Jordan. The ideal candidate will have a commitment to local and community services for underserved populations, with experience working with MOPIC or other governmental ministries to successful lead large-scale community outreach services and/or large-scale community mapping activities.
ROLES & RESPONSIBILITIES
Program Leadership and Management
Provides leadership for the implementation of IYF funded programs in Jordan, managing existing donor relations and contributing to other donor discussions and relationship development efforts as needed. Will also ensure the quality implementation of all program activities in coordination with IYF program staff both in Amman and Baltimore to achieve program outputs and outcomes in accordance with donor expectations, contract deliverables, and work plans. This includes overseeing the exceptional execution of complex data collection processes and administration of referral services for over 22,000 households, as well as the management of over 500 field supervisors and part-time outreach workers to carry out the work under the IOWP project.
Program Administration and Monitoring
Oversees program operating procedures and working norms for the project team, in cooperation with external partners, field supervisors, outreach workers, and local outreach centers to ensure the timely execution of program tasks and activities as planned. Working in close coordination with the Project Team Leader, takes overall responsibility for the smooth collection and tracking of household survey data and conducts periodic site visits to outreach centers. Provides strategic guidance on project priorities and helps team troubleshoot issues as they arise, making programmatic adjustments and consulting the donor as needed as a part of the monitoring process to ensure the quality, effective, and efficient implementation of project.
Technical Assistance
Supports programmatic efforts as needed to ensure quality interventions for poor households in underserved communities in Jordan.
Donor & Baltimore Relations
Manages ongoing relations with donors and oversees and ensures the preparation of regular and annual donor reports. Is responsible for developing annual operating plans and budgets for projects in coordination with IYF Baltimore. Provides regular updates to IYF Baltimore, working closely with US based staff.
SUPERVISOR
Reports to Middle East Program Director, based at IYF-USA.
QUALIFICATION REQUIREMENTS
- Bachelors’ degree and 8-10 years of experience in program management, monitoring and evaluation, social services, and/or international development. Master’s degree is preferred.
- Experience in direct supervision of staff and managing large, multi-tiered teams, including assigning and directing work, conducting performance appraisals, training staff, and promoting professional development.
- Demonstrated experience working with Jordan’s donor community at the senior level especially with MOPIC or other ministry donors in Jordan, as well as with the international donor community.
- Understanding and knowledge of civil society, community development, local public sector services,and education and employment issues in Jordan.
- Understanding and knowledge of large-scale community mapping, household surveys, or other complex data collection or research methods.
- Excellent strategic planning, presentation, team-building, and interpersonal skills, as well as an analytical ability to identify and establish priorities and attend to all details in a professional manner.
- Project management ability to develop project plans, coordinate work streams, manage complex logistics, and communicate changes and progress.
- Demonstrated ability to work independently, establish priorities, and exercise sound judgment in response to complex and sensitive situations.
- Strong interpersonal skills appropriate for operating effectively in a multicultural, international environment.
- Excellent written and verbal communication skills in English are required. Fluency in Arabic required.
- Willingness to travel to underserved communities in the Ma’an, Irbid, and Zarqa governorates up to 30% of the time.
