SUMMARY DESCRIPTION & PURPOSE
The Program Manager, Employability will manage the employability components of various projects implemented in Jordan by IYF. This position will be based in Amman, Jordan on a full-time basis and will directly supervise Employment Coordinators.
ROLES & RESPONSIBILITIES
- Oversee overall program management of employability programs, including the development of work plans, timely implementation of deliverables, management of budget, and communications with donors and other stakeholders as needed.
- Identify and cultivate strategic partnerships with potential employers in order to engage employers in all aspects of the employability interventions, including community outreach and recruitment, the design of market driven training curricula, the identification of on-the-job training and internships opportunities and/or direct job placement opportunities for the targeted youth, and the marketing of jobs to youth, including how to make work environments more “youth friendly”.
- Identify and cultivate strategic partnerships with trade associations, chambers of commerce and industry, development zones, and other relevant public and private sector organizations to solicit input with regard to the design and implementation of the program employability interventions.
- Support the Regional Director to design, replicate and scale sector specific employment models at a national level, engaging key national employers, the Ministry of Labor and other stakeholders to work together in a coordinated fashion and with clear roles and responsibilities to ensure maximum success of the youth employability interventions.
- Under the supervision of the Regional Director, coordinate and implement employability strategy at the governorate level, working closely with partners through a co-implementation model to achieve the proposed targets under the project.
- Identify and cultivate ongoing strategic partnerships with potential employers in their assigned communities and in updating the local labor market assessment related to the industrial sector in Jordan and potential economic opportunities for youth at the local level.
- Through regular and structured field visits provide coaching, technical support and capacity building trainings on employability models, particularly in the area of labor market assessments; career guidance activities for youth; job placement strategies to effectively match and link youth to jobs; follow up with youth during the job placement and post placement phases; and employer engagement.
- Engage employers in various activities, including career guidance, the design of market driven training curricula, the identification of on-the-job training and internships opportunities and/or direct job placement opportunities for JCI Employment Unit targeted youth.
- Follow up and maintain cooperative relationships with JCI employers to ensure strong pre & post-placement outcomes and high retention rates for youth placed in jobs through organizing roundtables and job fairs, etc.
- Identify quality vocational and technical training service providers and the development of training options based on market demand and economic opportunities in each community.
- Manage contracts of consultant trainers, including drafting of scopes of work and ensuring timely implementation of deliverables.
- Participate in monitoring visits organized by IYF field staff to ensure quality of employability interventions and troubleshoot issues as they arise.
- Work closely with M&E team to capture best practices, highlight success stories and integrate M&E findings back into program implementation.
- Participate in developing the monthly and quarterly reports and any other reports or updates as requested by the senior management.
- Supervise and oversee the work of two Employability Coordinators, managing their work deliverables and providing regular coaching to help them grow in their technical and project management skills.
SUPERVISOR
Reports directly to the Regional Director based in Amman.
QUALIFICATION REQUIREMENTS
- Bachelor’s degree in Economics, Social Sciences, Education or a related field is required ; an advanced degree preferred
- Academic training or specialized coursework in employability or related areas is strongly preferred.
- A Minimum of 5 years of experience working in workforce development, youth employment programs. Experience working on Public Private Partnerships is a plus.
- Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, poverty alleviation) preferred.
- Strong connections and working relationships with members of Jordan’s private sector, preferably in local communities and qualified industrial zones.
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
- Oral and written fluency in English and Arabic.
- Strong interpersonal, communication and analytical skills.
- Must be a self-starter who takes initiative and is able to work with minimal supervision.
- Strong computer skills in MS Word, Excel, and PowerPoint.
- Ability and willingness to travel up to 70% of time within Jordan.
