SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to work closely with the Program Director to manage IYF’s youth development program in Kazakhstan and provide technical support to life skills training initiatives, as well as other crosscutting activities, working closely with local partners, IYF cross-functional technical teams and finance and operations staff.

The Manager will be based in Atyrau, Kazakhstan. The ideal candidate will be a person with a commitment to community and education development, with experience managing education, training, and/or youth development programs in Kazakhstan. To be eligible for this position, applicants must have the legal authority to work and reside in Kazakhstan; position is a local hire position and local nationals are encouraged to apply.

ROLES & RESPONSIBILITIES

  • Work closely with the Program Director to support the implementation of assigned Programs to achieve program outputs and outcomes in accordance with donor expectations, grant agreements, and work plans.
  • Support the Program Director in ensuring quality interventions for youth that promote life skills development and increased employability potential.
  • Oversee sub-grants to partners including due diligence documentation, budgeting, disbursements, technical and capacity building support, monitoring and evaluation of activities, etc. to ensure successful program delivery.
  • Provide technical support in developing and managing capacity building support for local NGOs and/or government partners involved in the Kazakhstan program, with specific focus on quality delivery of IYF’s Passport to Success® life skills training program.
  • Provide technical support on the adaptation and the in-country deployment of the IYF Passport to Success Life Skills program, in compliance with work plans and budgets.
  • Support the organization of community outreach events and other community based activities as part of the project.
  • Communicate effectively and collaboratively with donors, partners, relevant government authorities, private sector partners and other key stakeholders as assigned.
  • Review partner reports and contribute to the preparation of quarterly and annual reports to program donors, partners, and other key stakeholders.
  • Support finance and administration staff in logistics and procurement needs for program activities.
  • Support other program staff and IYF’s Marketing and Communications staff on delivery of tasks included in the communications plan for assigned programs.
  • Complete other duties as assigned.

SUPERVISOR
Reports to Program Director based at IYF-Kazakhstan.

QUALIFICATION REQUIREMENTS

  • Minimum of 3-5 years of experience in program management, including community outreach and partnership building. Preference given to experience in education and/or employability programs, in either formal or non-formal settings for young people in Kazakhstan.
  • Bachelor’s degree or higher in education, job training, or related field preferred.
  • Experience in program performance measurement and training preferred.
  • Understanding and knowledge of community development and employment issues in Kazakhstan preferred.
  • Excellent strategic planning, presentation, team-building and interpersonal skills, as well as an analytical ability to identify and establish priorities and attend to all details in a professional manner.
  • Experience in working, and developing partnerships with, corporate donors would be an asset.
  • Experience working with international organizations preferred.
  • The ability to work successfully within a variety of cross-cultural settings and make judgments in a fast-paced environment.
  • Strong oral and written Kazakh and Russian communication skills. Good spoken English preferred.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook and PowerPoint.
