BACKGROUND
IYF is currently implementing the second phase of the Zimbabwe:Works (Z:W) program, which is a USAID, DFID, and Sida-funded 60-month (June 2012-December 2017) initiative of the International Youth Foundation (IYF). The second phase of the program, which commenced in January 2015, will economically empower 22,500 Zimbabweans, particularly young women, and enable them to contribute towards and benefit from economic growth in Zimbabwe.
Working with local NGO and private sector implementing partners, Z:W will:
- Provide job-related training and support entry into gainful employment in the formal and informal economies;
- Support self-employment and entrepreneurship development, including through increased access to relevant mentorship, training and business development services;
- Support financial inclusion linked to entrepreneurship development through financial literacy, promoting a savings culture, access to microfinance, venture capital and innovative financing mechanisms;
- Deliver effective life-skills training to build employment/self-employment-seeking and performance skills, social capital and personal self-esteem; and
- Promote and facilitate private sector engagement to support formal job market entry related to the labor market environment.
TERMS OF REFERENCE
IYF seeks a consultant/firm, preferably located in Baltimore or Washington, DC, area, to:
- Assess IYF’s current Salesforce-based MEL systems;
- Recommend adaptation or development of a new Salesforce-based solution for: a) the Zimbabwe:Works initiative; and b) with capability to be adapted to capture institution-wide indicators in the future;
- Adapt IYF’s existing Salesforce-based platforms, and/or develop new platforms for the Zimbabwe:Works project, with potential future adaptability for institution-wide needs; and
- Work with IYF to develop a Salesforce management strategy for the Zimbabwe:Works initiative, and build IYF capacity to edit and customize the MEL system post-contract.
The MEL system will serve multiple purposes. Most significantly it will enable IYF to:
- More effectively monitor and manage project implementation by efficiently capturing and analyzing key output and outcome data;
- Generate real-time, or short-time lag, reporting on key output and outcome indicators;
- Support project-specific learning and annual theory-of-change reviews
- Create dashboards and other data visualization tools to support data analysis and communications with key project and institutional stakeholders; and
- Provide clean data that can be easily and accurately exported to statistical analysis software packages.
To that end, the consultant will work across three phases:
- Phase I: Assessment Report & Recommendations
- Interview IYF staff on current and upcoming MEL needs;
- Review IYF’s existing Salesforce platforms, to determine if current systems can be adapted to: a) accommodate the Zimbabwe:Works project logframe; b) potential for adaptability to also track core IYF institutional indicators; or c) determine if new platforms need to be created;
- Identify data entry systems best suited for uploading data into Salesforce (e.g., KeySurvey, Formstack, etc.), and how best to integrate mobile data collection into the Zimbabwe-specific platform;
- Regularly establish communications between consultant/firm with IYF point-of-contact; and
- Present findings and recommendations on best way forward to create a responsive MEL system.
- Phase II: Workplan and Budget Development
- Design an Salesforce management and implementation strategy for the Zimbabwe:Works project—inclusive of a budget and timeline—that includes:
- Proposed design of the Salesforce-based MEL platform for the upcoming Zimbabwe:Works project;
- IYF staff capacity needs to implement and manage Salesforce roll-out, noting level of effort needed to carry day-to-day monitoring, customizations, data entry piece, etc.; and
- IYF capacity development (e.g., training plan and materials).
- Pending IYF’s approval of the Salesforce management and implementation strategy, the consultant/firm may advance to Phase III, described below. Contract will be amended to capture Phase III scope-of-work and costs.
- Phase III: Customization and Training
- Based on assessment findings, adapt and/or customize a Salesforce-based MEL platform for the upcoming Zimbabwe:Works project.
- In adapting or customizing the Salesforce-based platforms, the consultant/firm will:
- Assist IYF in obtaining the necessary Salesforce licenses (as necessary);
- Create all IYF users and the associated sharing/security settings;
- Integrate any third party applications (i.e. KeySurvey, Formstack, etc.), with mobile app considerations;
- Configure the MEL to allow for offline access to the system; and
- Build custom reports and dashboards according to IYF’s needs.
- Create training materials (guides, manuals, video tutorials, etc.) and train IYF staff on MEL system input, analysis, management, in-house customization and troubleshooting. Sessions should be tailored to the role/function of IYF staff.
DELIVERABLES
The consultant/firm will be responsible for the following deliverables:
- Assessment and recommendations report and presentation;
- Strategy for development and management of the Salesforce-based MEL systems for the Zimbabwe project, inclusive of a workplan and budget;
Pending IYF approval of Deliverable B above, consultant/firm may be contracted for the following deliverables:
- Customization of the MEL system;
- Regular in-person or virtual meetings between IYF and consultant/firm during customization phase; and
- Creation of training materials, and execution of training sessions.
PROPOSAL
Short proposals will be accepted from consultants/firms for the activities listed above. Proposals (no more than 5 pages in length, excluding CVs and budgets) together with supporting documents listed below should be emailed to [email protected] with “MEL Consultant” in the subject line.
Submissions should include the following information:
- Qualifications of the consultant/firm to undertake the work.
- Approach for providing the services listed above, with illustrative work plan/GANTT chart.
- Estimated comprehensive budget for Phase I and Phase II of this scope-of-work, including detailed explanation of costs per unit, as appropriate.
- Estimated summary budget for Phase III, which the contracted consultant/firm will further refine through completion of Phase II of this RFP.
- List of materials, information and meetings that would be required of IYF.
- Curriculum vitae of consultant/or key firm staff.
- List of 2-3 references (including name, organization, telephone number and email address) that IYF may contact about consultant’s work in this area.
SELECTION CRITERIA
Required:
- 6+ years of experience developing Salesforce/force.com-based MEL systems.
- Demonstrated expertise in customizing Salesforce for large, complex international development projects and/or institution wide systems.
- Demonstrated expertise integrating other data collection tools into Salesforce-based MEL systems (i.e. KeySurvey).
Preferred:
- Experience designing MEL systems with mobile data collection capabilities.
- Experience designing MEL systems to support impact evaluation/randomized controlled trials.
- Based in the DC-Baltimore metro area.
- Experience working with international non-profits.
