SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to assist in the capacity development, implementation, and leveraging of program M&E systems and data, including data collection and analysis, and maintaining M&E files.

The M&E Officer will be based in Maputo, Mozambique. The ideal candidate will be a person with a commitment to international development and values-driven work environment, with experience monitoring and evaluating programs in Mozambique. 

ROLES & RESPONSIBILITIES

  • Assist with routine program data collection and reporting, assessments, and all related monitoring and evaluation activities
  • Provide partner orientation and support on program M&E systems, supporting both day-to-day M&E needs (e.g., recordkeeping) as well as ensuring quality and accuracy of M&E systems and data reports
  • Provide technical M&E assistance to ensure the program’s technical integrity and ability to achieve program goals and corresponding objectives and targets
  • Support analysis of data to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
  • Assist with requested evaluations and research, including data collection and analysis
  • Ensure accurate and relevant data is entered into IYF’s organization-wide program management system designed to capture, analyze, and disseminate project data
  • Support M&E Specialist to develop and review M&E plans, and ensure high-quality implementation of M&E information and reporting systems
  • Support M&E Specialist to ensure quality of data through data verification procedures, including routine data quality audits
  • Support M&E Specialist with reporting of results to donors by drafting written reports on M&E activities and achievement of relevant targets/indicators, as requested
  • Support, attend, and participate in meetings, conferences, and presentations, as requested
  • Maintain M&E files

SUPERVISOR 
Reports to Monitoring & Evaluation Specialist based in Maputo, Mozambique.

QUALIFICATION REQUIREMENTS 

  • 1-3 years of work experience in monitoring and evaluating. Bachelor’s degree is preferred.
  • M&E experience in international development programs; youth programs preferred
  • Experience with quantitative and qualitative methodologies, research, reporting, data quality assessments, and data analysis
  • Understanding of M&E, policy, and compliance requirements
  • Excellent written and verbal communication skills in Portuguese and English
  • Ability to work effectively with diverse, international teams
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Ability to process and analyze data using one or more statistical software packages, including at least SPSS or MS Access
