SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to engage industry leaders to ensure employability programming is responsive to labor market demands and to provide ongoing technical assistance to IYF’s implementing partners. This position will support the other IYF technical specialists to ensure training delivered through our local partners effectively responds to the needs of the labor market. In addition, this position will lead labor market assessments and support partners to be responsive to youth needs through supporting the strengthening of career planning and job placement services. Facilitating the development of partnerships between the private sector and IYF’s technical/vocational training partners will be particularly critical, including supporting young people’s improved access to industry apprenticeships.
The Private Sector Engagement Specialist will be based in Maputo, Mozambique. The ideal candidate will be a person with a commitment to improving the employment status of young Mozambicans, including through facilitating improved linkages between the private sector and technical/vocational training entities in the country, as well as someone who is motivated by a values-driven work environment.
ROLES & RESPONSIBILITIES

Lead labor market assessments and design employability interventions that respond to identified needs of the labor market, in partnership with implementing partners, private sector, and public sector stakeholders

Support IYF’s Mozambique team in partner coordination efforts and the day to day follow up of professional relationships with key actors, relevant Ministries, private sector, training institutions, and NGOs in relation to prospective and program activities

Leverage private sector networks to effectively identify private sector stakeholders to participate in program advisory committees and to strengthen linkages between vocational training institutions and employers

Provide technical assistance to IYF’s partner vocational training institutions in developing and implementing employability programs—including strengthening existing career guidance and job placement services—with an emphasis on providing a quality assurance role

Ensure that partner capacity development plans are developed and implemented based on quality standards for vocational training

Support the development of new content, assessment tools, and other learning materials and documentation as needed in support of employability activities

Identify best practices and lessons learned through the capturing and analysis of evaluation data on employability training programs.

Provide regular updates on implementation progress and prepare appropriate contributions to reports and generate other technical reports as required.

Identify any problems and challenges that may arise and offer solutions accordingly.
SUPERVISOR
Reports to Senior Manager, Programs, based in Maputo, Mozambique.
QUALIFICATION REQUIREMENTS
- Bachelors’ degree and 5+ years of experience in program management, training and human resource development, and/or international development.
- Strong private sector networks in Mozambique, with experience establishing or managing public-private partnerships
- Experience in vocational training systems and employment agencies/institutions
- Established professional in Mozambique, with ability to engage, maintain, and build upon local partnerships with donors, government and private sector stakeholders, and nongovernmental organizations
- Demonstrated experience successfully working with the public and private sectors, civil society, nongovernmental organizations, local communities, local government, and donors
- Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, employment, or entrepreneurship) preferred
- Excellent psycho-social competencies related to employability
- Excellent written and verbal communication skills in Portuguese and English
