SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to ensure the successful implementation and growth of IYF’s youth development program in Kazakhstan. The Director will also supervise a team of professionals based in the Kazakhstan office.

The Director will be based in Atyrau, Kazakhstan. The ideal candidate will be a person with a commitment to community and education development, with demonstrated experience successfully leading community, education, and/or youth development programs in Kazakhstan. To be eligible for this position, applicants must have the legal authority to work and reside in Kazakhstan; position is a local hire position and local nationals are encouraged to apply.

ROLES & RESPONSIBILITIES

  • Strategic Planning. Contributes to long-term vision for program expansion, which includes providing technical guidance on new partnerships, program design, marketable asset strategy, curriculum adaptation and development efforts, as needed, with a focus on improving opportunities for youth, education facilities and community organizations.
  • Program Management. Ensures the implementation of all aspects of assigned programs in coordination with IYF program staff and regional teams to achieve program outputs and outcomes in accordance with donor expectations, grant agreements, and work plans.
  • Program Administration and Monitoring. Establishes and maintains program operating procedures and norms in cooperation with local partners to ensure the timely execution of the program tasks and activities as planned. Oversees the collection and tracking of relevant data and conducts periodic site visits, provides feedback, and initiates programmatic adjustments as needed as a part of the monitoring process to ensure the quality, effective, and efficient implementation of programs.
  • Outreach and Partnership Management. Drives partnership building and stakeholder outreach strategy for the project. Supports donor relations and contributes to other donor discussions and relationship development efforts as needed.
  • Technical Assistance. Supports programmatic efforts as needed to ensure quality interventions for youth and community organizations in Atyrau.
  • Reporting and Planning. Oversees and ensures the preparation of periodic and annual reports and responsible for developing annual operating plans and budgets for programs as needed.
  • Resource Mobilization. Works closely with the IYF Baltimore, regional team and program partners to continue/expand support for IYF programming in the region.

SUPERVISOR
Reports to Regional Director, Eurasia, based at IYF-USA.

QUALIFICATION REQUIREMENTS

  • Bachelors’ degree and 8-10 years of experience in program management, education, and/or international development.
  • Experience in supervision of staff and managing teams, including assigning and directing work, conducting performance appraisals, training staff, and promoting professional development.
  • Understanding and knowledge of civil society, community development, and education and employment issues in Kazakhstan. Experience in the youth sector preferred.
  • Excellent strategic planning, presentation, team-building and interpersonal skills, as well as an analytical ability to identify and establish priorities and attend to all details in a professional manner.
  • Project management ability to develop project plans, coordinate projects and communicate changes and progress.
  • Demonstrated ability to work independently, establish priorities and to exercise sound judgment in response to complex and sensitive situations.
  • Strong interpersonal skills appropriate for operating effectively in a multicultural, international environment.
  • Very good written and verbal communication skills in English are required. Fluency in Russian and Kazakh required.
