JOB SUMMARY
IYF is currently accepting applications for a Program Manager for a prospective youth employability program. The Program Manager will be based in Saudi Arabia and will provide in-country management, technical advice, monitoring and evaluation support to IYF’s youth development program. In cooperation with IYF staff in Baltimore, s/he will contribute to program design and timely delivery of activities and results that are responsive to youth needs around improving their employability and civic engagement skills in their communities. S/he will serve as the principal liaison with local implementing partners and relevant donor agencies. S/he will be responsible for reporting achievements, challenges and critical issues to IYF Baltimore in a timely manner, including participating in regular (at least weekly) program update calls, writing monthly and quarterly reports and ensuring appropriate collection and verification of programmatic and financial reports and data from partners. Hiring for this position is contingent upon receipt of funding for this program and donor’s approval of the candidate.
JOB RESPONSIBILITIES/SPECIFIC DUTIES
- Provide overall management of the program on the ground, and oversight of staff and partners responsible for design, implementation, and monitoring and evaluation.
- Oversee the design phase early on in the program ensuring donor, partner, and stakeholder buy-in.
- Serve as IYF’s local representative and primary liaison between donors, local partners, and key stakeholders to ensure systematic and effective implementation of the program.
- In collaboration with the implementing partners, oversee the identification and recruitment of project staff, including trainers and consultants on life skills, career guidance, and civic engagement as well as quality control processes.
- Oversee adaptation and integration of curricula and tools to meet program demands, and ultimately market and stakeholder needs.
- Provide technical assistance to ensure quality and implementation of curriculum is maintained.
- Supervise local partner’s job/internship placement activities and coordination with private sector employers and relevant partners.
- Build strong relationships with local and national public, private, and civil society stakeholders in support of youth employability programs.
- Ensure ongoing tracking of M&E data and integrating it in to continuous program learning, management decision-making and policy advocacy.
- Contribute to written reports and presentations which identify and address challenges facing the program, and articulate the program’s success in meeting deliverables.
- Represent program interests at local, national and regional meetings, workshops and conferences; and present orally on technical components of the program as needed.
SUPERVISOR
The Program Manager, Saudi Arabia reports directly to the Program Director in Baltimore, Maryland.
REQUIRED SKILLS & QUALIFICATIONS
- Bachelor’s degree, or international equivalent, in International Development, Workforce Development, Education, Business, or Public Administration (or other closely related field) is required. Master’s degree preferred
- 10+ years of experience in international development and/or program management
- Project management experience and ability to develop project plans, coordinate projects, and communicate changes and progress
- Knowledge of/experience with programs that support employment and/or social services (e.g., education). Experience in employability, soft skills, or career counseling, preferred
- Experience working with Saudi and other regional and international donors preferred
- Strong connections and working relationships with members of Saudi Arabia’s private sector and relevant government entities preferred
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment
- Analytical ability to identify and establish priorities and attend to all details in a professional manner
- Experience reporting clearly and comprehensively on a complex portfolio of activities
- Ability to “self-start,” take initiative, and work with minimal supervision
- Strong interpersonal, communication, presentation, and team-building skills
- Excellent strategic planning and analytical skills
- Strong computer skills in MS Word, Excel, and PowerPoint
- Oral and written fluency in English and Arabic
- Willingness and ability to travel up to 50% of time within Saudi Arabia
