BACKGROUND
Under the Social Retail School Program (SRS or ESV in Spanish) , IYF will partner with the Ministry of Education’s National Directorate of Employment Training Centers (DGCFT) and the National Association of Mexican Self-Service and Department Stores (ANTAD) to offer retail training to 25,000 youth, 65 percent of whom will be young women. Over the course of 36 months, IYF will prepare 50 to 60 Master Trainers in the ESV methodology and build the capacity of 126 local training centers to deliver retail training and placement services. Additionally, the program will develop a career pathways map, online information management system, and training for retail stores’ personnel.

SUMMARY DESCRIPTION & PURPOSE
The Program Manager will be responsible for ensuring the effective management of all elements of the ESV project under the direction of IYF’s Country Director.

ROLES & RESPONSIBILITIES

  • Develop an overall project plan and timeline and annual operating plans and manage the implementation of key activities under those plans in accordance with IYF and donor rules and regulations and grant agreement.
  • Manage the process for the design and implementation of the innovative elements of the project including the development of a career mapping tool, integrated information system and intern mentorship component. Effectively leverage resources from other IYF projects, particularly in the LAC region, in developing these solutions.
  • Prepare quarterly performance reports and contribute to regular updates and any information requests from donor and IYF USA on project developments and status as needed.
  • Responsible for establishing and maintaining good working relationships with key counterparts in the Mexican Secretariat of Education (DGCFT) and private sector, ANTAD, and for coordinating the implementation of key activities with them throughout the life of the project. As coordination issues arise, the Manager will be responsible for working with these partners for resolving problems and adjusting timelines as needed and being any issues to the attention of the Country Director.
  • Collaborate with the LAC M&E Specialist in the development and implementation of the monitoring and evaluation framework for this project.
  • Develop scopes of work for all consultancies for the project and manage the selection and orientation process for all consultants. Responsible for monitoring consultants to ensure products and services are delivered according to the contracts.
  • Supervise the Administrative Assistant to ensure high quality logistical planning and implementation of all workshops and training related activities for the project.
  • Other duties as may be assigned by the Regional and/or Country Director.

SUPERVISOR
Reports to the Country Director based in Mexico City, Mexico.

QUALIFICATION REQUIREMENTS

  • Bachelor’s Degree in a field relevant to IYF’s mission and programs (Social Science, Economics, and Public Policy).
  • 3 to5 years of experience working at the policy or program level with competency based education systems, engaging productive sector in workforce development strategies and/or vocational education or training for youth.
  • Outstanding research and quantitative/qualitative analytical skills. Attention to detail, reliability, thoroughness, and accuracy with numbers.
  • Proven organizational skills necessary to manage multiple responsibilities. Good judgment to establish priorities for effective time management.
  • Ability to identify and establish priorities, work independently, and exercise sound judgment and discretion. Ability to identify problems and demonstrate creativity and flexibility in addressing problems, works well in group problem solving situations.
  • Excellent written and verbal communication skills in English and Spanish are required.
  • Experienced in the use of the full suite of Microsoft Office products including Word, Excel, Outlook, PowerPoint, etc.
