SUMMARY DESCRIPTION & PURPOSE
IYF is looking to hire for new position to lead its education programming in the country. He/she will be responsible for providing strategic guidance and leadership for any education-related programs (or education-related program components) implemented by IYF in Morocco as well as overseeing overall program implementation for the current education program on a full-time basis. Key program responsibilities include coordinating interventions with local implementing partners, IYF staff, and technical experts inside and outside Morocco; ensuring proper oversight and reporting activities; providing technical assistance to partners; and overseeing effective monitoring and evaluation practices. The Program Manager will be based in Rabat, with frequent in-country travel, including to the Laâyoune (southern Morocco) and Safi-Gantour regions.
This is a full time position under a fixed-duration contract of 12 months.
ROLES & RESPONSIBILITIES
- Serve as IYF national lead for the effective delivery of education-related programs in Morocco
- Provide technical input into the design and implementation of education programming and related capacity- building activities in collaboration with the Morocco Country Director, IYF Baltimore team, donor(s), and local Moroccan partners
- Provide day to day management of program activities and ensure that all program activities are results driven and being carried out in a structured, integrated, and quality manner and in accordance with donor expectations, grant agreements, and work plans
- Coordinating training activities related to the education field, leading the recruitment of trainers and participants, and ensuring quality training experience
- Ensure fiscal integrity, quality, and timing of deliverables and coordination with IYF offices and partners
- Act as a primary IYF liaison to local partners
- Oversee continuous program learning and ensure integration of monitoring and evaluation system data into management decision-making
- Provide regular updates to the Country Director on implementation progress and challenges and participate in meetings with donor and other external and strategic stakeholders as needed
- Produce effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables
- Represent IYF and overall program interests at local, national, and regional meetings, workshops, and conferences

QUALIFICATION REQUIREMENTS
- University Degree in a relevant field (Master’s degree preferred)
- 5-8 years’ experience working on youth development projects with specific focus on education
- Relevant and proven experience working on public or private sector funded programs in Morocco and/or the Middle East region, preferably in the education sector
- Sophisticated knowledge of the public education sector in Morocco
- Experience designing and delivering training workshops, preferably in the area of education
- Excellent presentation and interpersonal skills, as well as the analytical ability to identify and establish priorities and attend to all details in a professional manner
- Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner
- Demonstrated ability to meet deadlines. Experience reporting clearly and comprehensively on a complex portfolio of activities
- Ability to effectively use Microsoft Office applications, including spreadsheet (Excel), word processing (Word), and presentations (PowerPoint) software
- Oral and written fluency in Moroccan Arabic, with good ability in French. English is not required but preferred
- Experience in the Southern Morocco region, specifically the greater Laâyoune area
- Ability and willingness to travel frequently, up to 50% time, within Morocco
