SUMMARY DESCRIPTION & JOB PURPOSE
The primary responsibility of this position will be to work closely with the Country Director and Senior Program Manager to complete the following tasks:
- Provide oversight and direction to the financial management of programming and office operations (please note, a Finance & Administration Manager will report to this position)
- Provide oversight and direction to project monitoring, evaluation, and learning (please note, a Monitoring, Evaluation and Learning Officer will report to this position)
- Work closely with the Senior Program Manager to coordinate ongoing operational planning, including jointly developing and monitoring implementation progress against annual work plans and providing quality assurance to quarterly narrative and financial reports
The Senior Manager, Operations & Learning will be based in Maputo, Mozambique. The ideal candidate will be a person with a commitment to international development and values-driven work environment, with demonstrated experience successfully supporting youth development programming in Mozambique and internationally.
ROLES & RESPONSIBILITIES
Financial Management & Operational Oversight
- Responsible for general operational oversight of programs, including ensuring an operational infrastructure is developed to effectively coordinate and implement programming through a range of public, private, and non-profit partners, and ensures effective support to and management of IYF Mozambique staff seconded to public institutions.
- Ensures compliance with the terms and conditions of donor agreements
- Monitors budgets and scope to ensure successful execution of project(s) deliverables and completion of project(s)
- Ensures staffing, trainers, consultants, partnerships, and resources are available as necessary for successful program delivery
- Serves as secondary signatory on local bank accounts
- Supervises finance staff as assigned, including providing regular professional support and coaching to supervisees, assessing their performance, and recommending improvements they can make to achieve their annual objectives and project’s goal in general.
Monitoring, Evaluation & Learning (MEL) and Reporting
- Working closely with IYF USA’s MEL Director, provides leadership to the overall design and direction of MEL in Mozambique, with a particular emphasis on overseeing implementation of the local learning agenda and ensuring it contributes to IYF’s regional and global learning agenda.
- Represents IYF and presents program learning at local, national and regional meetings, workshops and conferences as needed
- Leads on Value-for-Money (VfM) analysis, which combines analysis of program outputs and outcomes with financial expenditure data
- In collaboration with the Senior Program Manager, produces effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables
- Supervises MEL staff as assigned, including providing regular professional support and coaching to supervisees, assessing their performance, and recommending improvements they can make to achieve their annual objectives and project’s goal in general.
Project Planning
- Works closely with the Country Director and Senior Program Manager to ensure all aspects of the program are well coordinated and executed on time, that IYF maximizes the resources and talents leveraged, and that outcomes and impacts are achieved. This work includes jointly developing an overall plan for the program, annual plans, budgets, timelines, and other required deliverables which are essential for good execution.
- Provides input on strategic direction and vision of the program, in collaboration with Country Director, Senior Program Manager, and IYF USA staff
- Acts as a point of contact with funders as well as other relevant partners, maintains good relationships, and is responsive to partners’ priorities and needs
- Other duties as may be assigned by the Country Director
SUPERVISOR
Reports to Country Director based in Maputo, Mozambique.
QUALIFICATION REQUIREMENTS
- Bachelors’ degree and 5-7 years of experience in project operations, MEL, and/or international development. Master’s degree is preferred.
- Demonstrated ability to engage, maintain, and build upon IYF’s local partnerships in Mozambique with donors, government and private sector stakeholders, and community-based organizations
- Demonstrated ability to produce high-quality reporting to donors as well as research/learning publications
- Project financial management experience preferred
- Attention to detail and the ability to effectively balance clear articulation and support for the project or program’s vision with execution
- Understanding of accountability, policy, and donor compliance requirements
- Excellent written and verbal communication skills in Portuguese and English
- Strong ICT skills, including MS Word, PowerPoint, and Excel. Knowledge of M&E data analysis and data management software packages a plus
