Deputy Chief Program Officer

Julie is the Deputy Chief Program Officer at the International Youth Foundation (IYF), where she supports the operational direction, quality assurance, and performance management of the organization’s global program portfolio. She helps connect strategy with practice to advance scalable, measurable impact for young people across diverse contexts. Julie joined IYF in 2025.

With more than two decades of experience in international development, she has led multi-country portfolios across Africa, the Middle East, Europe, Asia, Latin America, and the United States. Her background includes senior roles with international organizations, the United Nations High Commissioner for Refugees, and the private sector, where she has worked in humanitarian, development, and stabilization settings. Her expertise spans protection, health, governance, and monitoring, evaluation, and research, with a strong focus on building systems that enable teams to collaborate effectively and deliver consistent, high-quality results.

Before joining IYF, Julie held leadership positions with Global Communities, Integrity Global, UNHCR, Save the Children, and International Medical Corps. She is recognized for strengthening processes, fostering alignment across teams, and bringing clarity to complex environments to help amplify collective impact.
