Pamela Loya

Senior Program Manager

Pamela joined IYF in 2022 and currently serves as Senior Program Manager in Mexico. She leads the implementation of Green Generation MX, a workforce development initiative that strengthens technical education, promotes employability, and supports institutional capacity building to prepare young people for opportunities in sectors such as electric vehicle manufacturing, energy efficiency, data science, and the broader green economy.

Pamela holds a degree in Industrial Engineering and an MBA, and brings more than 15 years of experience spanning the private sector, government, education, and economic development. Prior to joining IYF, she worked with the Ministries of Education and Economic Development in Chihuahua, advancing strategies to strengthen technical skills and align education with labor market needs.

At IYF, Pamela has built partnerships across education, government, industry, and civil society to strengthen youth employability ecosystems. Her work focuses on creating practical pathways to quality employment while helping institutions adapt to the demands of a rapidly evolving economy.
